Jurisdictions, compared
The best offshore hosting countries. All 15, compared.

The short answer
The best country is the one that fits your users and your data rules. For the EU, pick the Netherlands or Germany. For data outside the EU, Iceland, Moldova or Japan. For Asia, Singapore or Japan. For North America, the United States.
LiteKeep runs all 15 at one price, billed by the hour, paid in crypto with no ID. Pick one, or run two countries for the price of two small servers.
Search “best country for offshore hosting” and you get the same favourites every time, with phrases like “strong privacy laws” and nothing you can act on.
Here’s the thing: a country is a set of rules plus a place on the map. Which data rules apply, how close it is to your users, and what you plan for. That’s the whole decision.
Below are the 15 countries LiteKeep runs servers in. Every one costs the same, every one bills by the hour, and every section ends with a link to host there.
In this guide you’ll learn
- How to choose: three questions, not a ranking
- All 15 countries side by side, with who each one suits
- Inside the EU and EEA: what GDPR hosting means for you
- Outside the EU: seven countries with their own rules
- Five countries to pair with a second location
- “DMCA ignored”, and what you actually get
Chapter 1
How to choose: three questions
A ranking can’t know what you’re building. These three questions can, and they take a minute.
- Whose data rules do you want? Serving EU customers, or want GDPR on your host? Pick from the eight GDPR countries. Want your data outside the EU? The other seven are your list.
- Where are your users? Distance decides speed. Our country finder ranks all 15 for any audience in ten seconds.
- Do you want a second copy? For anything you can’t lose, run a standby in a second country. On LiteKeep it’s the same account, the same price, and a few minutes to set up.
The fix for indecision? Test two. With hourly billing, a small server in two countries for an afternoon costs cents. Keep the faster one, delete the other, and billing stops that hour.
Chapter 2
All 15 countries, side by side
Every country here runs the same plans at the same price. Each row links to its location page, where you can deploy.
| Country | Group | Data rules | Best for | Server |
|---|---|---|---|---|
| EU members | GDPR | Western Europe and the UK, from one of Europe’s busiest internet hubs | Host in the Netherlands | |
| EU members | GDPR | All of Europe at once, from the middle of the continent | Host in Germany | |
| EU members | GDPR | The Baltics, Poland and the Nordics | Host in Lithuania | |
| EU members | GDPR | Nordic users and EU backups | Host in Sweden | |
| EU members | GDPR | Benelux, France and Germany | Host in Luxembourg | |
| EU members | GDPR | Romania, Moldova and the Balkans | Host in Romania | |
| EU members | GDPR | South-East Europe, Greece and Turkey | Host in Bulgaria | |
| EEA, outside the EU | GDPR through the EEA, outside the EU | Backups, archives and data you want outside the EU | Host in Iceland | |
| EU candidates | Its own GDPR-style law, outside the EU | A non-EU European location to spread risk | Host in Moldova | |
| EU candidates | Its own law, outside the EU | Users inside Ukraine and its neighbours | Host in Ukraine | |
| EU candidates | Its own data protection law (KVKK) | Local speed for users in Turkey | Host in Turkey | |
| Outside the EU | No single federal privacy law | North America, with reach across the Pacific | Host in the United States | |
| Outside the EU | Its own data protection act (PDPA) | Southeast Asia, with reach to India and Australia | Host in Singapore | |
| Outside the EU | Its own law, recognised by the EU as adequate | Japan, Korea, Taiwan and East Asia | Host in Japan | |
| Outside the EU | No general data protection law yet | Users inside Pakistan | Host in Pakistan |
Same NVMe KVM servers, same DDoS filtering, same traffic allowance in every row. The only thing you’re choosing is the place.
Chapter 3
Inside the EU and EEA
The Netherlands, Germany, Lithuania, Sweden, Luxembourg, Romania and Bulgaria are EU members. Iceland applies the same data rules through the EEA, from outside the EU.
If your customers are in Europe, this is the easy choice: GDPR applies, so your data sits under the rules your customers already expect. Each country has its own data protection regulator, and the day-to-day rules are largely the same across the group.
So pick on reach:
- Western Europe and the UK: the Netherlands. Amsterdam is one of the best connected cities on the internet. Host it with LiteKeep in the Netherlands.
- All of Europe at once: Germany, from Frankfurt, the busiest internet exchange in our network. Host it with LiteKeep in Germany.
- The Baltics, Poland and the Nordics: host it with LiteKeep in Lithuania, or in Sweden for Nordic users.
- Benelux, France and Germany: host it with LiteKeep in Luxembourg.
- Eastern and South-East Europe: host it with LiteKeep in Romania for Romania, Moldova and the Balkans, or in Bulgaria for Greece and Turkey.
- GDPR, but outside the EU itself: Iceland. A favourite for backups and archives. Host it with LiteKeep in Iceland.
Chapter 4
Outside the EU
Want your hosting outside the EU, or closer to users in Asia and the Americas? These seven each set their own rules.
- Japan: its own privacy law, and one of the few countries the EU recognises as protecting personal data adequately. That makes it the smoothest non-EU home for data about European customers, and the obvious pick for Japan, Korea and Taiwan. Host it with LiteKeep in Japan.
- Singapore: its own data protection act and the gateway to Southeast Asia. One server reaches Malaysia, Indonesia, Thailand, Vietnam and the Philippines. Host it with LiteKeep in Singapore.
- United States: no single federal privacy law, rules by sector and by state. Serve North America from North America, at the same price as everywhere else. Host it with LiteKeep in the United States.
- Moldova: in Europe but not in the EU, with a new data protection law modelled on the GDPR. A practical way to spread your hosting across more than one legal system. Host it with LiteKeep in Moldova.
- Ukraine: its own data protection law, and the only way to be inside the country for Ukrainian users. Host it with LiteKeep in Ukraine.
- Turkey: its own data protection law (KVKK), and nothing beats local hosting for speed to Turkish users. Host it with LiteKeep in Turkey.
- Pakistan: no general data protection law yet, and the fastest route to users inside Pakistan. Host it with LiteKeep in Pakistan.
Every one of them takes the same crypto payment and the same email-and-password account. No card, no ID, no paperwork per country.
Chapter 5
Five countries to pair with a second location
These five are the right choice for their users, and the smart setup pairs each with a second LiteKeep country. Here’s how.
- Iceland: Latency to mainland Europe is higher than from the Netherlands or Germany, so keep latency-critical apps there and put the data here. Host it with LiteKeep in Iceland.
- Moldova: Moldova’s internet exchanges are small. Pair it with a server in Romania or Germany for the widest reach across Europe. Host it with LiteKeep in Moldova.
- Ukraine: Ukraine is at war and power cuts happen. Run your in-country server here and keep a copy in another of our countries. Host it with LiteKeep in Ukraine.
- Turkey: Public sites can be blocked for users inside Turkey. Serve Turkish users from here and keep a public copy in Bulgaria or Romania. Host it with LiteKeep in Turkey.
- Pakistan: The internet in Pakistan has been switched off at times. Keep a copy of anything important in another of our countries. Host it with LiteKeep in Pakistan.
The fix is cheap. Put your main server where your users are and a standby or a backup in a second country. Hourly billing means a standby you only switch on when you need it costs almost nothing.
Chapter 6
"DMCA ignored" countries, answered
Some hosts sell “DMCA ignored” hosting. Here’s the short version, and what LiteKeep gives you instead.
The DMCA is a US law. A server outside the US isn’t handled under the US notice process. But every country on this page has its own rules for illegal content, and no country here is a safe haven for it. A host promising otherwise is promising something it can’t deliver.
What you can have, and what most people are really after:
- Your data where you choose it, under the rules of that country.
- An account with no ID. Email and password, nothing else.
- Payment with no card, in Bitcoin, USDT, USDC, Monero and more.
- Clear rules. Mining, nodes, VPNs, proxies, Tor relays, torrents and mail servers are allowed within the law. Complaints are handled as our transparency page describes, under our acceptable use policy.
Now it’s your move
Pick on data rules, then on your users, and add a second country for anything you can’t lose. Every LiteKeep country costs the same, so the choice is only about fit.
Not sure between two? Deploy both for an hour and keep the faster one.
